How PSM and RMP Can Work Together.

Facilities that handle hazardous chemicals often fall under both OSHA’s Process Safety Management (PSM) rule and the EPA’s Risk Management Program (RMP). Even though these programs come from different agencies, they share the same goal: preventing chemical releases and protecting people, property, and the environment.

When PSM and RMP are planned together rather than separately, they create a stronger, more efficient safety system.

What Is the Difference Between PSM and RMP?

PSM is focused primarily on protecting personnel inside the facility. It requires implementing 14 foundational elements such as process hazard analyses (PHAs), development and maintenance of operating procedures, comprehensive employee training, contractor safety protocols, pre-startup safety reviews, mechanical integrity programs, management of change (MOC) procedures, and emergency response planning.

PSM focuses on protecting employees inside the facility.
It covers things like:

  • Process Hazard Analysis (PHA)
  • Written operating procedures
  • Mechanical integrity programs
  • Employee and contractor training
  • Management of Change (MOC)
  • Pre-startup safety reviews
  • Emergency planning

RMP focuses on protecting the community and environment outside the facility.

  • Five-year accident history reporting
  • Additional documentation and risk reviews

Both programs apply to hazardous chemicals above certain threshold amounts, but RMP often covers more substances because of potential off-site impacts.

When the programs are combined into one approach:

Three Core Strategies for Integrating PSM and RMP


1. Integrated Procedures and Training

  • Develop unified operating and maintenance procedures that address all PSM elements and RMP-specific requirements such as off-site consequence analysis, five-year accident history documentation, and coordination of emergency response with local agencies.
  • Conduct combined training sessions that highlight how worker protection (PSM) and environmental safeguards (RMP) are interconnected.
  • Use real-world incident case studies to show how gaps in process safety can cascade into environmental and community-level impacts.
  • Foster a plant-wide safety culture in which every operator, technician, and engineer clearly understands their role in maintaining system integrity and regulatory compliance.

2. Clear Communication Channels

  • Establish well-defined protocols for employees to report incidents, near misses, and unsafe conditions relevant to both PSM and RMP. This should include both internal communication pathways and external reporting mechanisms required under RMP.
  • Promote an open and proactive safety culture where employees are encouraged to speak up without fear of retaliation.
  • Ensure timely dissemination of required RMP information—such as accident histories and emergency response details—to local communities and first responders, while adhering to corporate and regulatory procedures.

3. Effective Management of Change (MOC)

  • Implement a robust MOC system to thoroughly evaluate proposed process or equipment changes.
  • Analyze impacts from both an engineering and risk perspective, considering not only on-site worker safety (PSM) but also potential off-site environmental consequences (RMP).
  • Involve a cross-functional review team including process engineers, environmental specialists, operators, and safety personnel to ensure comprehensive evaluations.
  • Control or mitigate changes that could increase overall risk, and ensure all affected personnel are trained on updated procedures and system modifications.
